Requirements
To be a part of dedicated team of volunteers the requirements are minimal. Emergency Communications Volunteer (ECV) you need to be an amateur radio operator of Technician class license or higher. However, if you would like to volunteer to assist at the administrative level, no FCC Amateur Radio license is required. All volunteers are subject to a background check conducted by the Baltimore City Police Department and the completion of the FEMA National Incident Management System (NIMS) online training.
